Nomad Alliance Hosts Candid Conversation with Chief Brian Redd and 20 Unsheltered Individuals on Breaking the Homelessness–Incarceration Cycle
SALT LAKE CITY, UT — Monday, April 13, 1:30 PM — Nomad Alliance will host a powerful public conversation with Salt Lake City Police Chief Brian Redd to address one of our community’s most critical and expensive humanitarian challenges: the cycle of chronic homelessness and incarceration.
The discussion—open to the media and viewable via WebEx and Facebook Live—will bring chronically unsheltered community members face-to-face with city leadership to explore real, grassroots solutions to ending chronic homelessness. Twenty individuals with lived experience have been invited to participate in person, with lunch provided.
A growing body of data reveals just how urgent the situation is. Approximately 45% of Salt Lake City Police Department resources are spent arresting the same 1,000 chronically unsheltered individuals every year—individuals often referred to as “high utilizers.” This revolving door of arrest and release costs taxpayers an estimated $64 million annually – not including the jail and prison costs – draining public safety and healthcare budgets alike without addressing root causes.
“There’s got to be a better way,” said Nomad Alliance founder and Executive Director Kseniya Kniazeva. “Top-down strategies have failed for decades. Real solutions must come from the bottom up—by listening to the people actually living this reality. They know what it would take to get off the streets, sober, and thriving. Let’s listen to them.”
By bringing law enforcement and the unsheltered community together in open dialogue, this event represents a bold step toward mutual understanding and collaborative reform. Nomad Alliance remains committed to ensuring that those most impacted by homelessness have a direct voice in shaping policies and programs that affect their lives.
